The bulk of pipeline construction has now completed in the areas of Tracy Golf and County Club and PAR Country Estates. &lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The project will now go back to fill in some parts of the project area that were skipped previously. Road closures and/or detours are expected at Bird Road, Chrisman Road and Bernard Road this fall. Detour and traffic construction signs will be posted. The event included presentations from SFPUC General Manager Ed Harrington, local legislators, and statewide public health and water agency officials.&lt;/div&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Tesla is now the largest capacity ultraviolet water treatment facility in California, with a daily capacity of 315 million gallons per day, and the third largest in North America.&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="mso-bidi-font-weight:bold"&gt;“This project shows how local water agencies are taking a leadership role by investing in vital water infrastructure. The public values and expects safe, reliable water at the tap. Most of the pipeline installation will use an open trench method, which involves digging a trench, laying the pipeline inside the trench, welding the pipe segments together, and then backfilling the trench with dirt. However, in the cases of some major highways, railroad crossings and irrigation canals, the construction team will tunnel underneath to install the pipeline.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="ParagraphStyle1" style="margin-bottom:9.0pt"&gt;&lt;span lang="EN-GB"  style="font-size:12.0pt;mso-bidi-line-height:120%;font-size:10.0pt;"&gt;&lt;span class="Apple-style-span"  style="font-family:arial;"&gt;Additional truck traffic is anticipated. There will be deliveries of materials and some hauling of construction materials off-site. The project team is coordinating with both Stanislaus and San Joaquin counties on partial or full closures at road crossings when necessary. This is the third and final contract to be awarded as part of the SJPL project.&lt;/div&gt;  &lt;p class="MsoNormal"&gt; &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;The SFPUC was pleased to welcome over 60 attendees, which included prime contractors, sub contractors, vendors, suppliers and representatives from local municipalities. Following a presentation from SFPUC staff on the project, attendees ate lunch and took a tour of the site. Mountain Cascade, Inc., the contractor, will begin potholing while the project team completes environmental surveys on the Right of Way in March.&lt;br /&gt;&lt;br /&gt;Construction will begin near the water system crossovers project at Pelican Crossover just west of the San Joaquin River (near the All American Produce at the intersection of River Road and Highway 132) in Stanislaus County, and work west toward the Tracy Golf and Country Club at Chrisman Road in San Joaquin County. The team is expected to install about five miles of pipeline by June - reaching almost to the Delta Mendota Canal.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;The contractor will need immediate full access to the entire SFPUC Right of Way to begin potholing and surveying. It is imperative that adjacent neighbors remove debris, tree trimmings, wood chips, farm equipment, and all other belongings from the Right of Way immediately.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The project appreciates your cooperation as we improve the Hetch Hetchy regional water delivery system.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Work Hours&lt;/b&gt;&lt;br /&gt;Monday - Friday 7:00 AM - 5:00 PM&lt;br /&gt;On occasion, construction may occur outside these posted hours. If it could be potentially disruptive, the project team will notify nearby neighbors in advance.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;What to Expect&lt;/b&gt;&lt;br /&gt;Construction activities will occur within the existing SFPUC Right of Way and at designated staging areas noted below. Additional truck traffic is anticipated. There will be deliveries of materials and some hauling of construction materials off-site. The project team is preparing a traffic plan to be approved by both Stanislaus and San Joaquin counties, as well as Caltrans. These will include partial or full closures at road crossings when necessary. They earned more than $6.9 million since May 2007 wen regional projects got underway.&lt;br /&gt;&lt;br /&gt;On projects within San Joaquin County, Central Valley residents have been responsible for more than 52 percent of the total craft hours.&lt;br /&gt;&lt;br /&gt;The SFPUC recognizes the importance of providing skills training and job opportunities not only in San Francisco, but also in the areas where construction occurs on the Hetch Hetchy Water System.&lt;br /&gt;&lt;br /&gt;As part of the SFPUC's Project Labor Agreement, all contractors performing work on Water System Improvement Program (WSIP) projects are required to make a good faith effort to consider low-income residents for entry-level positions and apprenticeships, as well as encourage the employment of local residents as journeymen on WSIP construction.&lt;br /&gt;&lt;br /&gt;In the coming months, pipeline work will get underway on two separate San Joaquin pipeline projects between Tracy and Oakdale.  &lt;p class="MsoNormal"&gt;Upgrades to the Roselle Crossovers valves, the valve fault and supporting facilities are part of the San Joaquin Pipeline System Rehabilitation Project. &lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt; Of the seven bidding firms, West Bay was the lowest bidder at $11.7 million. West Bay exceeded the 18% goal for Local Business Enterprises (LBEs) by submitting more than 25% participation from regional subcontractors, including Bay Area Concrete based in Livermore and S.D. Electric Inc., a women-owned business based in Stockton.&lt;/p&gt;&lt;p&gt;The project calls for construction of two pipeline crossover facilities in Stanislaus County to reduce the loss of water capacity that occurs during routine maintenance of the 50-mile long San Joaquin Pipeline System. The new facilities will be built near Emery Road (with 10 valves) and Pelican Road (with 12 valves). Substantial project completion is anticipated by fall 2011. Substantial completion is anticipated for winter 2010 – 6 months ahead of schedule. All the large bore inlet and outlet piping has been installed. The plant is now cut and tied into the Hetch Hetchy system, allowing full Hetchy water to pass through. We all must prepare.&lt;br /&gt;&lt;br /&gt;One of the best and easiest things residents can do is store tap water for emergency use. After a big earthquake, water mains may break and homes may be without water for several days. We are upgrading our pipelines, reservoirs, pumping stations and other facilities to prepare for the next big earthquake.&lt;br /&gt;&lt;br /&gt;Store at least one gallon of tap water per person per day to last at least three days. Store in a cool, dry place away from heat and sunlight and change water every six months (pour water on a plant and refill bottle). Not for the Tesla Treatment Facility!&lt;br /&gt;&lt;br /&gt;Though many projects wind down as the holidays and end of the year approach, the San Francisco’s Public Utilities Commission’s Tesla Treatment Facility crews are ramping up!&lt;br /&gt;&lt;br /&gt;The contractor has finished installing twelve 48” pipes for the new ultra-violet light treatment building – that means we’ve completed 35% of the construction tasks! And starting in January, we’ll be working a few extended hours to comply with a routine system shutdown.&lt;br /&gt;&lt;br /&gt;To maintain water delivery, our construction projects are under a strict schedule. In order to complete some necessary work, our construction crews will begin a few 10-hour shifts on January 5th. The work at the Roselle Crossovers are part of the San Joaquin Pipeline System project.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Excavation at the site is scheduled to begin the second week in December. In early December will also see the arrival of 60” and 70” pipe segments for the crossover connections. This project is expected to be completed in the fall of 2010.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;During construction, we expect minimal off-site disturbance to the community; as the improvements will be contained to SFPUC property.&lt;/div&gt;&lt;br /&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;Work hours are scheduled to be 7:00 AM - 5:00 PM Monday through Friday. The Tesla Construction Management team was well prepared for the early storm, with some timely reminders from our on-site environmental monitors. The silt fences that prevent soil erosion were repaired and in good shape to handle the downpour. The silt fences at the construction site are carefully monitored and repaired as needed. This work requires placing concrete early in the morning and allowing it to cure throughout the day. This is the second delivery of the large diameter pipes need for the construction of a new UV facility.&lt;br /&gt;&lt;br /&gt;The pipes are scheduled to arrive at night to minimize traffic congestion on the highways and roads.&lt;br /&gt;&lt;br /&gt;Once installed these pipes will be part of the San Joaquin Pipeline System. The Tesla Treatment Facility Project combines the construction of a new ultraviolet (UV) water treatment facility with a new chemical water treatment building, an operations building, tanks, and other support structures.&lt;br /&gt;&lt;br /&gt;All construction activities will occur on the existing Tesla Treatment Facility site; impacts to residents near the project area are expected to be minimal. Very little additional traffic is anticipated.
