Water System Improvement Program achieves safety milestone

At the close of 2011, the SFPUC's Water System Improvement Program (WSIP) achieved a remarkable safety milestone - it reached 2.5 million work hours without a major injury or lost time since April 2009. Using the SFPUC's Think Safety, Work Safely approach, the construction team members on each of the WSIP projects, including each of the San Joaquin Regional projects, have made the construction sites a safe place to work.

Harvey Elwin, manager of the Construction Management Bureau, said, "The SFPUC commends the entire WSIP team for achieving this significant milestone and underscoring the importance of safety on our construction sites each and every day."

SJPL Western Segment completes work at irrigation crossings

The SJPL Western Segment Project completed work at the El Solyo Water District and West Stanislaus Irrigation District facility crossings in January 2012. These successful crossings were the result of years of coordination and hard work between both parties. The project team would like to thank representatives from both districts for their assistance, as well as all of the neighbors for their support of this critical Hetch Hetchy Water System improvement project.

What to expect during the holidays:

Construction will continue as usual, though the contractors are expected to suspend work on the Mondays following the Christmas and New Years Day holidays.

Looking ahead:

The Western Segment project is progressing steadily and is expected to be complete in the Spring of 2012.

The Eastern Segment project got underway in early Fall 2011. Work on concrete vault structures will continue throughout the winter in anticipation of pipeline installation in the Spring of 2012.

Thank you for helping us to ensure the Right of Way is free of debris and personal equipment. Maintaining a clear and accessible Right of Way is critical to swift progress on each San Joaquin Pipeline System project.

Construction team continues work on Eastern Segment project

While the majority of pipeline installation on the SJPL Eastern Segment project won't occur until the Spring, the construction teams are busy working on concrete vaults and readying the Right of Way for installation of the new pipeline.

Pipeline installation on the San Joaquin Pipeline System Project - Western Segment reached the Tesla Treatment Facility late last week. The bulk of pipeline construction has now completed in the areas of Tracy Golf and County Club and PAR Country Estates.

The project will now go back to fill in some parts of the project area that were skipped previously. This will include completing work at Welty and McCracken Roads, which may experience closures or detours in the coming weeks.

Project construction moves toward Tracy Golf Club and Par Country Estates

The SJPL Western Segment project plans to make great strides this fall, as construction will reach the Tracy Golf and Country Club and Par Country Estates residential area.

September: Pipeline installation will occur along Blewett Road in between Koster Road and Bird Road, moving toward Highway 580 and the Tracy Golf and Country Club.

October-December: Two teams will work in the following two construction areas:

Near Highway 580 and Tracy Golf and Country Club
Near Chrisman Road and the Par Country Estates, working toward Tesla Treatment Facility

Winter months: Pipeline installation at El Solyo Water District and West Stanislaus Irrigation District crossings.

Partial or full road closures will be coordinated with San Joaquin County when necessary. Road closures and/or detours are expected at Bird Road, Chrisman Road and Bernard Road this fall. Detour and traffic construction signs will be posted. Access will be provided for residents.

Full access to the entire SFPUC Right of Way continues to be necessary as the contractor installs the new pipeline. All adjacent property owners and lessees must remove debris, tree trimmings, wood chips, farm equipment, animals and all other belongings from the Right of Way immediately.

SFPUC awards contract for Eastern Segment of SJPL project, prepares for construction

The SFPUC recently awarded the contract for the Eastern Segment of the San Joaquin Pipeline System Project to Contri Construction. The Eastern Segment project area spans from Emery Road in Stanislaus County west to the Oakdale Portal Valve House in Tuolomne County.

We anticipate that the contractor will mobilize in late August 2011. Preliminary construction activities such as test excavations, potholing and environmental surveys will take place this Fall. The contractor expects to spend the late Fall and Winter working on structural improvements, while pipeline installation is anticipated to begin in Spring 2012.

Please take this time to remove any equipment, materials or debris that you may have placed on the Hetch Hetchy Right of Way, and be sure any people leasing or working on your land are aware of upcoming construction activities.

SFPUC celebrates official dedication of the Tesla Treatment Facility

The SFPUC celebrated the completion of the Tesla Treatment Facility project on July 19 with a Dedication Ceremony. The event included presentations from SFPUC General Manager Ed Harrington, local legislators, and statewide public health and water agency officials.

Tesla is now the largest capacity ultraviolet water treatment facility in California, with a daily capacity of 315 million gallons per day, and the third largest in North America.

“This project shows how local water agencies are taking a leadership role by investing in vital water infrastructure. The public values and expects safe, reliable water at the tap. These investments benefit the state and serve as important examples for other agencies to follow,” said Timothy Quinn, Executive Director of the Association of California Water Agencies (ACWA).

Over the course of the two-year project, over $2.3 million in craft wages were created for Central Valley-based workers, as well as apprenticeships through San Joaquin County’s Northern California Construction Training Group and San Joaquin YouthBuild.

Assemblywoman Fiona Ma and SFPUC General Manager Ed Harrington cut the ribbon to officially open the Tesla Treatment Facility on July 19, 2011.

These pipelines funnel water through the ultraviolet treatment facility at Tesla.

Installation of 78-inch diameter pipeline to begin in early July

MCI, the Western Segment project contractor, plans to begin laying the 11-mile pipeline on July 11, 2011, at Pelican Crossover (near the All American Produce at the intersection of River Road and Highway 132). Construction will then work its way West through the Hetch Hetchy Right of Way.

The contractor requires immediate full access to the entire Right of Way to begin pipeline installation. All adjacent neighbors must remove debris, tree trimmings, wood chips, farm equipment and all other belongings from the Right of Way immediately.

Work Hours

Monday – Friday 7:00 AM - 5:00 PM

In some areas, construction may occur as early as 6:00 AM. If work is potentially disruptive, the project team will notify nearby neighbors in advance.

What to Expect

Construction activities will occur within the existing SFPUC Right of Way and at designated staging areas noted below. Most of the pipeline installation will use an open trench method, which involves digging a trench, laying the pipeline inside the trench, welding the pipe segments together, and then backfilling the trench with dirt. However, in the cases of some major highways, railroad crossings and irrigation canals, the construction team will tunnel underneath to install the pipeline.

Additional truck traffic is anticipated. There will be deliveries of materials and some hauling of construction materials off-site. The project team is coordinating with both Stanislaus and San Joaquin counties on partial or full closures at road crossings when necessary. Detour and traffic construction signs will be posted.

Staging areas include areas near the intersection of River and Orchard Roads; River Road and Highway 132; California Aqueduct; Bird Road; Tracy Golf & Country Club, and at the intersection of the SFPUC Right of Way with Vernalis Road.

The SFPUC project team is actively coordinating with landowners, as well as nearby irrigation and water districts, to minimize impacts and disruption to users.

Power line installation to occur in late June

The Hetch Hetchy Regional Water System continues to upgrade aging infrastructure in the San Joaquin region. Beginning in late June and continuing into early July, our contractor and PG&E will install a new power line in two areas:

At Pelican Crossover near Orchard Road and River Road. This work will be a combination of trenchless and open cut/trench work.
At Emery Crossover near Emery Road and Warnerville Road. This work will be a combination of an aerial crossing and open cut/trench work.

Installation of the power lines is expected to be complete within six weeks. Our contractor will have a limited crew working within the Right of Way at these two locations. Very minimal construction impacts are expected for neighbors.

Work will take place between 7:00 a.m. and 5:00 p.m. Monday through Friday.

Roselle Crossovers project team celebrates successful project completion

SFPUC, construction management and contractor staff recently gathered for a picnic to celebrate the successful and safe completion of the Roselle Crossovers Rehabilitation Project.

As one of the San Joaquin Pipeline System Rehabilitation projects, the work at Roselle included valve, power supply and building upgrades and maintenance. Central Valley craft and labor workers performed more than half the craft hours on this project that began in December 2009 and completed in April 2011.

The SFPUC looks forward to celebrating the completion of other San Joaquin regional projects in the coming months, including the Tesla Treatment Facility near Tracy this summer.

SFPUC hosts SJPL Eastern Segment Pre-bid Conference in Salida

The pre-bid conference for potential bidders on the San Joaquin Pipeline (SJPL) System Project Eastern Segment took place on April 20 in Salida. This is the third and final contract to be awarded as part of the SJPL project.

The SFPUC was pleased to welcome over 60 attendees, which included prime contractors, sub contractors, vendors, suppliers and representatives from local municipalities. Following a presentation from SFPUC staff on the project, attendees ate lunch and took a tour of the site. Bids are due on May 5 and the SFPUC looks forward to awarding this contract later this spring.

Pipeline project getting underway between San Joaquin River and Tracy

The Western Segment of the SJPL pipeline is getting underway. Mountain Cascade, Inc., the contractor, will begin potholing while the project team completes environmental surveys on the Right of Way in March.

Construction will begin near the water system crossovers project at Pelican Crossover just west of the San Joaquin River (near the All American Produce at the intersection of River Road and Highway 132) in Stanislaus County, and work west toward the Tracy Golf and Country Club at Chrisman Road in San Joaquin County. The team is expected to install about five miles of pipeline by June - reaching almost to the Delta Mendota Canal.

The contractor will need immediate full access to the entire SFPUC Right of Way to begin potholing and surveying. It is imperative that adjacent neighbors remove debris, tree trimmings, wood chips, farm equipment, and all other belongings from the Right of Way immediately.

The project appreciates your cooperation as we improve the Hetch Hetchy regional water delivery system.

Local hire initiatives bring jobs to the Central Valley

At the close of 2010, Central Valley crafts workers and laborers had racked up more than 207,200 work hours on the San Francisco Public Utilities Commission's water infrastructure upgrade projects. They earned more than $6.9 million since May 2007 wen regional projects got underway.

On projects within San Joaquin County, Central Valley residents have been responsible for more than 52 percent of the total craft hours.

The SFPUC recognizes the importance of providing skills training and job opportunities not only in San Francisco, but also in the areas where construction occurs on the Hetch Hetchy Water System.

As part of the SFPUC's Project Labor Agreement, all contractors performing work on Water System Improvement Program (WSIP) projects are required to make a good faith effort to consider low-income residents for entry-level positions and apprenticeships, as well as encourage the employment of local residents as journeymen on WSIP construction.

In the coming months, pipeline work will get underway on two separate San Joaquin pipeline projects between Tracy and Oakdale. The SFPUC looks forward to continuing its local hire efforts on these projects as well.

Roselle Crossovers Rehabilitation Project nears completion

After beginning work in December 2009, the Roselle Crossovers Rehabilitation Project is nearing completion. Exterior finishes, final paving, and the installation of a gate are ongoing, with the facility expected to be complete by April 2011.

Upgrades to the Roselle Crossovers valves, the valve fault and supporting facilities are part of the San Joaquin Pipeline System Rehabilitation Project.

Residents of San Joaquin and Stanislaus counties have contributed nearly 6,000 craft hours on construction at Roselle, leading to nearly $200,000 in craft wages.

Pipeline Construction Coming

The pre-construction meeting with the Western Segment contractor, Mountain Cascade, Inc, of Livermore, will be held next week. After that, we will have some indication of the schedule and how the contractor intends to commence this pipeline job between the San Joaquin River and the Tesla Portal north of Tracy. Look for updates here.

The Eastern Segment of San Joaquin Pipelines has not yet been advertised. The tentative pre-bid date of March 8 will more than likely move back to later in March.

Sorry about Rough Pavement

On Vernalis Road, the contractor is trying to make some road improvements near the project site, but the weather has not cooperated. As soon as contractor can get a dry patch, a crew will resurface the road in this location with asphalt and remove the oversized rock coverage.

Four Central Valley projects are among the 17 projects that contributed to the Water System Improvement Program's Safety milestone of one million hours without any major injuries since 2009. Below are images from

projects between Tracy and west of Oakdale. Above is a panoramic view from Emery Crossovers on the eastern end of our San Joaquin Pipelines.

The new ultra-violet water treatment facility near Tracy is nearly complete and will begin testing in Spring 2011. The final facade will include native plantings.

Outside of Modesto, the SFPUC is working on additional crossovers associated with the San Joaquin Pipeline System.

San Joquin Pipeline System: Crossovers Project - Construction Contract Awarded

The San Joaquin Pipeline System Crossovers Project construction contract was awarded to West Bay Builders, Inc. this spring. Of the seven bidding firms, West Bay was the lowest bidder at $11.7 million. West Bay exceeded the 18% goal for Local Business Enterprises (LBEs) by submitting more than 25% participation from regional subcontractors, including Bay Area Concrete based in Livermore and S.D. Electric Inc., a women-owned business based in Stockton.

The project calls for construction of two pipeline crossover facilities in Stanislaus County to reduce the loss of water capacity that occurs during routine maintenance of the 50-mile long San Joaquin Pipeline System. The new facilities will be built near Emery Road (with 10 valves) and Pelican Road (with 12 valves). Substantial project completion is anticipated by fall 2011. Lawrence Livermore – Nearing Completion

To date, work is now over 82% complete. Substantial completion of the project is anticipated for mid July. Crews have begun start-up and testing of pumps, UV, mechanical and electrical systems.

Roselle Crossovers – Project About Half Complete

Work is progressing on Roselle. The project is now approximately 52% complete with substantial completion anticipated in late October.

Tesla Treatment Plant - Construction Ahead of Schedule

Construction at Tesla is approximately 71% complete. Substantial completion is anticipated for winter 2010 – 6 months ahead of schedule. All the large bore inlet and outlet piping has been installed. The plant is now cut and tied into the Hetch Hetchy system, allowing full Hetchy water to pass through. Finishing work on the UV & operations building, concrete for the valve vault, and installation of major electrical equipment, and installation of emergency generators is currently taking place.

Recent Earthquakes A Good Reminder to Store Water

The recent earthquakes are a good reminder for San Francisco Bay Area residents that it is not a matter of if but WHEN the next big earthquake will strike. We all must prepare.

One of the best and easiest things residents can do is store tap water for emergency use. After a big earthquake, water mains may break and homes may be without water for several days. We are upgrading our pipelines, reservoirs, pumping stations and other facilities to prepare for the next big earthquake.

Store at least one gallon of tap water per person per day to last at least three days. Store in a cool, dry place away from heat and sunlight and change water every six months (pour water on a plant and refill bottle). You can reuse 2 liter soda bottles or use other food grade plastic or metal bottles for storing water.

Safety At Tesla Treatment Plant

We are taking some additional safety measures at the Tesla Treatment Plant. During this winter shutdown, the area around the large smoke stack is off limits. The area has been surrounded by yellow caution tape. Please do not cross the yellow safety tape. We encourage all residents with livestock or other animals that graze near the smoke stack to please move to a different location.

We appreciate your support and understanding during this important water system improvement project.

This morning – Monday, December 28th – the crew received delivery several large diameter valves at the Roselle site. As we await further deliveries - including pipe segments, our team will be coordinating the off-loading, storage and inspection of these components in advance of assembly and installation.

Our construction team has also successfully moved into our trailers – so everyone is onsite and ready to go!

End of Year Slowdown? Not for the Tesla Treatment Facility!

Though many projects wind down as the holidays and end of the year approach, the San Francisco’s Public Utilities Commission’s Tesla Treatment Facility crews are ramping up!

The contractor has finished installing twelve 48” pipes for the new ultra-violet light treatment building – that means we’ve completed 35% of the construction tasks! And starting in January, we’ll be working a few extended hours to comply with a routine system shutdown.

To maintain water delivery, our construction projects are under a strict schedule. In order to complete some necessary work, our construction crews will begin a few 10-hour shifts on January 5th. This work is part of a scheduled system shutdown to address either maintenance or repairs issues.

We’re happy to keep everyone busy at this time of year – and look forward to continued progress in 2010!

Roselle Crossovers – Trailers Arrived and Construction Activities to Start

Construction trailers at the construction site for the Roselle Crossovers arrived and Mountain Cascade, the contractor for this project, is ready for the work ahead. The work at the Roselle Crossovers are part of the San Joaquin Pipeline System project.

Excavation at the site is scheduled to begin the second week in December. In early December will also see the arrival of 60” and 70” pipe segments for the crossover connections. This project is expected to be completed in the fall of 2010.

During construction, we expect minimal off-site disturbance to the community; as the improvements will be contained to SFPUC property.

Work hours are scheduled to be 7:00 AM - 5:00 PM Monday through Friday. Advance notice to the community will be provided should additional work be needed outside of these hours. It's October 15, the first official day of the rainy season, although our first big storm arrived earlier this week. The Tesla Construction Management team was well prepared for the early storm, with some timely reminders from our on-site environmental monitors. The silt fences that prevent soil erosion were repaired and in good shape to handle the downpour. The silt fences at the construction site are carefully monitored and repaired as needed. Now, we’re ready for whatever weather comes our way!

Thomas Shaft – Lawrence Livermore Water Quality Improvement

Construction trailers have been set up near the site of the existing Thomas Shaft Chlorination building. Construction activity is expected to begin later this Fall and the project will be completed in the Summer of 2010. Included in this project is the installation of two new well pumps that will pump water from the Coast Range Tunnel through the new UV disinfection system.

Work Begins on New Building

Work is progressing at the Tesla Treatment plant and our contractors have built the forms for the walls of the new Chemical Storage Building. This work requires placing concrete early in the morning and allowing it to cure throughout the day. You may have noticed cement trucks and crews arriving on site as early as 1:30 a.m. This allows our crews to take advantage of the cooler weather and reduces the number of trucks on the road during the day.

Pipes, pipes and more pipes!

Two new pipes measuring 144” in diameter will be delivered to the Tesla Water Treatment Facility near Tracy on Wednesday, July 15 and Thursday, July 16. This is the second delivery of the large diameter pipes need for the construction of a new UV facility.

The pipes are scheduled to arrive at night to minimize traffic congestion on the highways and roads.

Once installed these pipes will be part of the San Joaquin Pipeline System. The system carries water from Hetch Hetchy through the new UV treatment plant currently under construction and then on to the residents in the Bay Area.

Pipe Delivery at Tesla Site

Some of the large piping that will direct Hetch Hetchy water through the ultraviolet water treatment facility at the Tesla site was delivered on Monday, June 15th. Next week, on the nights of June 22nd and June 23rd, two very large sections of pipe will be delivered at the construction site.

In order to avoid traffic problems, these 144” and 84” diameter pipe sections will be moved separately, accompanied by a CHP escort, from Livermore to Tesla.

Excavation Continues at Tesla Site

Excavation for 144” and 84” pipe inlet and outlet tie-ins to the UV water treatment plant is nearly complete. A crane will be moved onsite on June 8th to prepare for the arrival of large pipe segments. The first of the large pipe sections will arrive onsite June 15th.

On Thursday, May 14, 2009, San Francisco Mayor Gavin Newsom, Chairman of the San Joaquin County Board of Supervisors Leroy Ornellas, and other dignitaries will formally break ground for the $112 million Tesla Treatment Facility Project. It will include a new ultraviolet water treatment system that will become the largest in California.

This project is the first of several water system improvement projects that the SFPUC will undertake in the Central Valley requiring significant local labor. These water infrastructure projects will require nearly 900,000 trades and crafts hours between now and 2013 in San Joaquin and Stanislaus counties.

Work has begun on the Tesla Treatment Facility Project with site clearing and installation of construction trailers.

Formal groundbreaking for the Tesla Treatment Facility Project will take place Thursday, May 14, 2009, at 10:00 AM at the project site. Mayor Gavin Newsom will help turn the first shovel on the first Water System Improvement Program (WSIP) project to break ground in the San Joaquin Region.

Groundbreaking Coming Soon!

Construction on the Tesla Treatment Facility is beginning this month. The Tesla Treatment Facility Project combines the construction of a new ultraviolet (UV) water treatment facility with a new chemical water treatment building, an operations building, tanks, and other support structures.

All construction activities will occur on the existing Tesla Treatment Facility site; impacts to residents near the project area are expected to be minimal. Very little additional traffic is anticipated. There will be occasional materials deliveries and only minimal hauling of construction materials off-site.

The new UV water treatment facility, with a capacity of 315 million gallons per day, will be the largest such facility in California and the third largest in the United States.
